Anne L. Drabczyk, Ph.D. — Assistant Professor

Anne-DrabczykAnne Drabczyk brings more than 30 years of public health and leadership experience to the Healthcare Management faculty at IRSC. Dr. Drabczyk earned a doctoral degree in public health from Walden University and holds both a master's degree in health administration and a bachelor’s degree in community health education and psychology from Central Michigan University. She is certified in the Appreciative Inquiry protocol from the Weatherhead School of Management at Case Western Reserve University.

Dr. Drabczyk served as national program director of the Advanced Practice Center Program for the National Association of County and City Health Officials in Washington D.C. She led initiatives to design program prototypes, products, and processes to ensure public health workforce development. Previously, she served as principal investigator for The Ohio State University College of Public Health, where she developed and executed strategic preparedness initiatives for the Ohio Department of Health. She worked to enable policymakers, community leaders, and stakeholders to understand scientific principles underlying key workforce development issues to build capabilities and expand capacity.

As a published author, Dr. Drabczyk’s portfolio encompasses textbooks, peer-reviewed journal articles, as well as service as a member on the editorial board for the Journal of Homeland Security and Emergency Management. For over two decades Dr. Drabczyk designed curriculum and taught for the Department of Homeland Security National Emergency Training Center. Her research interests include strength-based/value-driven initiatives and cultivating community resiliency.

Emlyn U. Anderson, M.H.A., B.S.M. - Master Instructor

Emlyn-AndersonEmlyn U. Anderson received her Associate in Arts degree in Natural Science from San Joaquin Delta College, a Bachelor of Science in Management, and a Master of Health Administration with a concentration in Education from University of Phoenix. She brings 12 years of health care experience to the Health Services Management program at IRSC.

Ms. Anderson started her health care career working for a mental health state facility for the developmentally disabled in California assisting the Quality Assurance department. Ms. Anderson advanced to a state corrections hospital and rehabilitation facility where she filled the role of Human Resources Specialist. She also served as a liaison for inmates connecting with community outreach programs. Ms. Anderson managed health-related information and marriage licenses when she was later appointed Deputy County Clerk by the County.

She continued to pursue her health care career at the University of Maryland, Faculty Physicians, Inc. and Indian River State College. She began teaching at the Community College of Baltimore County, Essex before relocating to Florida. During the course of her health care career, Mrs. Anderson has obtained skills in leadership, policy development, applied technology, quality improvement, human resources management, marketing, recruitment, finance, and strategic planning.
